Can YOU get the chargeback, or can the chargeback be initiated by the buyer?
Both answers are yes. Of course, CAN doesn't mean you'll lose the money. Paypal accounts are never CLOSED. Also, paypal won't honor the claim if it's more than 45 days, but if it's a bank issued chargeback, most likely the money will go to the buyer.

I don't think you understand how a chargeback works. All credit card companies have a 6 month agreement... that's why there is a 180 day hold when your paypal gets limited.
The way you prevent chargebacks is providing legit products and good service.

You buy something with your visa card... you have 6 months to dispute the transaction with your bank. Most banks don't give you that much time. The vendor is typically liable for up to 6 months for a chargeback.

Here is the deal.
A CHARGEBACK happens at the card issuing bank. Generally speaking, 6 months is the time limit for chargebacks.
Here is what happens:
1) Customer complains to their credit card issuer.
2) Credit card issuer notifies PayPal of the dispute and PayPal notifies you.
3) You will be asked for your side of the story and will have a chance to provide any supporting documentation.
4) The FINAL DECISION is made by the card issuing bank. PayPal MUST honor it. They do not have a choice.
5) PayPal deducts the money from your account.
Since your checking account is closed, they will be unable to take the money. The account will be placed into collections if it remains unpaid after a certain period of time. At that point, it MAY be reported to the credit bureaus.

Chargebacks are all based on what form of payment buyer used. Some credit cards can dispute a charge even 1 year later. Most do 90 days, some do 6 months.
You cannot really protect from a chargeback - Paypal's policy of shipping with tracking does offer seller some protection BUT that's why virtual items and digital downloads are frowned upon by ebay and paypal - you don't have the proof required.
If you are victim of chargeback, you will owe - paypal account can go to negative because of this. Jeffweico's post is good.
IF big amount, expect collection calls - if small amount, shrug likely will just get repeated e-mails abotu balance restoration.
All the best.

I *HAVE* heard about chanrgebacks after six months, but that is only under VERY UNUSUAL circumstances. I have never personally experienced one after six months.

Ah right Pod I found out about the nature of the 1 year+ chargeback.
When people buy an item with their credit card, there are some card companies (e.g. American Express) that have 1-2 year warranty protection. IF customer claims it is broken and he can't get it replaced, they will fight the charge claiming warranty defect.
Sucks for the seller but yes doable....

I actually warranty my products. So I would have had no issue repairing or replacing. But he massively abused item. Some people expect the world. And many times get it. Ironically he tried to order more stuff 6 months later. I canceled transaction, refunded and blocked his IP from my site. He sent 10 emails asking why? He actually could not understand why I wouldn't do business with him!.... Sigh
Chargebacks like this are rare so its not really something to stress over. It may happen from time to time. Sucks, but part of ecommerce.

What are sellers supposed to do??? Offer a lifetime warranty on everything sold? Maybe I should buy my next car with my credit card!

I've been ripped off a few times over the years. Robbed point blank. I had everything short of the buyers DNA on delivery slip, meaningless. If they want to do a chargeback nothing can stop them. All the card companies want to do is make sure card holder is cool with keeping card and raking up fees...
