PayPal in one country and eBay in another (US) doesn't work - and PayPal tracks IPs

I got a PayPal suspension today from a PayPal account that is set-up in Japan, linked to a US eBay account. Some people here suggested that it doesn't matter from what IPs you log into PayPal, well that doesn't seem to be the case. And PayPal in one country and eBay in another doesn't seem to work anymore either. Here's what they wrote:

-We found that you never log into your PayPal account from Japan, please explain. (I used a US proxy)

-We found that your eBay ID is registered in the US, please explain. Or
you can submit the proof of the address in your eBay ID to proof the
ownership of this eBay ID.

So better stick to the same country for both eBay and PayPal, guys

Yeah, I did that ...then they asked me why I never log in from Japan and why there is a different address for the eBay account. Anyone know where to find some US utility bills? :P

It's impressive anyone is still able to use paypal with the ⊗⊗⊗⊗ info this long.

I have one PayPal account that has now withdrawn over $30,000 over the past little over 4 months and still has only been asked for 3 tracking numbers. Never any ID or anything.
