Default refunding PayPal payments with a 0.00 balance?

Let's say you have $0.00 in your PayPal account, no money, can you still refund customers and let the account go into negative? Or can you only refund down to $0.00?

PP will try to take the funds from your CC, if the amount is available by your CC.
Otherwise the transaction will decline.

About 4 or 5 years ago, I had one go negative. It was only funded by ⊗⊗⊗⊗ bank account though and happened on a chargeback.

I'm asking because PayPal limited one of my accounts ...so I'm waiting to be un-limited. If they don't, I will screw them over and refund all payments :D

Whenever my acct went to zero- they allowed the refund, but it was a transfer from my bank acct. During Limitation, I have refunded- but They've always had my funds tied up during their so-called review "for my protection"..
NO money in your acct + Paypal LImits--
WELL-THATS NO FUN FOR PAYPAL--HOW ARE THEY GONNA MAKE INTEREST NOW???

Or the 4 or 5 accounts I had limited all but one allowed refunding as long as there was balance. Go to each transaction click details and refund option will be at very bottom if less then 60 days.

I had a strange case recently where I made an e check because I didnt have paypal funds to cover. The purchase was approved by paypal and the items sent to me and + fb posted. Of course I always try to keep limited funds in my bank account at all times. But then get this about a week later I get an email from paypal about saying the payment didnt go through or something to the effect of NSF. So, yes paypal will go to your debit card--must be a debit card not a cc, which will approve the transaction so paypal credits the sellers account, (before yours is debited--poor accounting) he ships the item and then paypal is stuck because you dont have the money in your checking account (that was a $500 item also). This can probably happen on a purchase price as high as your maximum paypal limit. This may have ben a strike agaisnt me which eventually led to their ultimate limiting of my account just a month later?

They're going to be a lot more careful limiting accounts if they get hit $500 or $800 for every account they limit...we just have to show them it costs them money too if they limit.

I have a paypal account that just got limited, yesterday that had about $150
from 3 different customers. I've already sent the items out and provided shipping confirmation. I'm afraid this is a account that i'm going to just have to let go. I know it's only $150 but I would still like to recover it some how. is there anyway to give the customers refunds and then try and to send them a invoice through my new merchant account, or will paypal just keep the money,

I had one customer in Singapore who it took 2 months to get through customs. Two weeks or so after refunding them for the item not arriving they tell me the item came and are happy. They never resend the payment, though.
