If a seller doesnt send the goods, and the they dont respond to the dispute..

Will the buyer receive a 100% refund under the ebay/paypal protection?

or is it "upto" a certain amount?

Who loses out of this situation? if the seller cuts all ties with the account will they just minus his account?

I ask this because I bought a gibson guitar before (from a forum) and I won a dispute and paypal said although we decided in your favour we have been unable to retrieve funds form his account and basically never gave me my money!

Buying on eB ay vs. buying off is completely different. You will be able to claim via eb ay and pa yp al. With sufficient proof, eB ay will reimburse you in spite of pa yp al possibly footing the bill if seller does not have the funds.
