Frustated with GCO merchant account

I tried a lot of times to open a google checkout seller account to receive payments but unfortunely i couldn't due to the fact Puerto Rico is not accepted, despite Puerto Rico and USA territories appears in the list, is rejected by the system, i consider its unfair because USA Territories have the same right to sell as USA States

What did google say when you contacted them about the problem you are experiencing?

why dont you just set up the account with a different state address?
