what should i do to get my funds out of a different paypal account?

My ebay account just got the green flag to still sell again after 7 day limit. The same day the linked paypal account to that ebay account pretty much got the 180 days. So I had another paypal account to accept payments from my Ebay account, But I want to know how I can get my money out of the new account i am using to accept payments, before anything happens to that account.

Which exact Prepaid Card do I need to Give to PP on a NEW IP, NEW NAME account? I need a new account so I can accept payments.

Also made a new account on PP, say the name is chris with 123 address. I already have a ebay name under chris but the adress lets say 9281 ohio. different address. will they be able to track it if i have different IP addresss?
