In order to ensure a safe marketplace for all, eBay will periodically review the accounts of members who are actively trading with multiple userids. While we do this, we are placing a short hold on your accounts. At this time, please contact eBay Customer Support at cbtquestions@ebay.com and provide a list of all of your eBay userids. We will review your account(s) and contact you to let you know when the hold has been lifted or if we need additional information. Thank you.

What could be the problem is there any ideas i mean what could couse the problem .. |
Well by the message it looks like ebay doesn't know all your user IDs and is trying to trick you into giving them all so they can suspend them.
Google cbtquestions@ebay.com from the email, then go to the end and redo the whole google search to see ommitted results as google before was excluding a lot of the english ones
Google link: http://www.google.com/search?q=cbtquestions%40ebay.com&hl=en&safe=off&st art=0&sa=N&filter=0
This is the best result so far:

Basically this is some limit about selling internationally.
But, ebay then tries to trick you to get them all your user IDs.
