reusing bank account in a new paypal

Hi
each paypal account has an account ID
i have one paypal account with my personal data in it including my bank account

if i closed it and open a new account- stealth one, and attach the bank account to it will EBAY be able to link it to the same person
Or are they just using the account ID to monitor PP accounts
