Firstly I live in Pakistan and I have USA PayPal account using from Pakistan IP/Proxy.

MY question is, Can I add USA Bank account to Withdraw Funds, If Yes! then Is any chance that my PayPal got limited(Because I'm using from Pakistan IP and its Not Geniun account as well.), And What your Opinion!!IF should I open another/new Account (As my uncle live in USA and Had Forget to ask him to make PayPal account, Would be use his Bank Account to withdraw Funds from my PayPal).......let me know.

If you are using Pakistan IP with US bank account - chances are pretty HIGH that you will be limited and asked to provide bank account statement proof. Just a heads-up - pa yp al does IP vs. bank account screening.

As RSOT correctly Pointed out the First thing that you MUST Have is a US IP,,,

You should talk to your Uncle,,, maybe the 2 of can set up a PRIVATE VPN, in that way you log onto the internet VIA his Internet Connection,,but Do NOT Forget that that this is a FAMILY Member,,If you start selling Risky Items the First Door that Law enforcement will Knock on will be His,,,,So if that is what you have in Mind Leave the Man ALONE,,
