this allows you to buy something & have family & friends chip in & pay

Can I use my stealth acct to send $ to another stealth that has bank verified

I dont see why you couldnt just once or so with no issues. if you do it daily maybe there will be a problem. with paypal who knows.

On the issue of the "Gift it" that just sounds like a whole new mess of ways to get people linked to accounts. I am steering very clear of that.

Yes sounds quite a bad bit of linking - imagine if people pay in different names and what not? Send ID to confirm who you are...interesting concept though - I don't think you can have other people pay though - maybe send AS gift to someone else.
