New Bank Account, New Ebay/Paypal

Hi,
I just established a new bank account and a new ebay and a new paypal account. My question is:

Can i use paypal to buy things and also use it to pay off my fees? I read something about immediate payment required things also being bad? Btw, my bank account information is all the information that was used with my suspended account, but i was reading that it doesnt matter.
