21 day hold but all my last items have been delivered and no release yet

So like the title states, I've got a 21 day hold on my Paypal account for low DSRs. My paypal account isn't limited. I've had no problems getting my funds released after 3 days, since I ship with ebay, but the last few items I've sold are still pending and it's been more than 10 days. Hell they're even showing as delivered in the tracking. Why haven't Paypal released my funds, is my withdrawal amount also limited with the 21 day hold policy?

mine weren't released after 3 days (they can be tracked on usps site that they were picked up), not even after receiving positive, i'm waiting for the 21 days to expire, yours weren't released after the 21 days?

but my acc is a new one, thats the reason for the hold, not the low DSR...
