Hey guys and hope all is well with everyone !
I been an advocate reader of this forums for awhile but never got around to making an account until recently.
I been searching high and low for the answers and just one questions has been kind of nagging at me for awhile: what country is the best to make a pay pal account in, to avoid limitations?
Now what i Mean is this:
What country requires only a credit card, bank account verification?
What country, if your paypal account gets limited, does not request a SSN or any of those "tax id", in other words, really personal information?
I mean giving an a utility bill and such is not a very hard thing to do, but giving in my SSN, i rather just throw away the account.
Now i know its best to make an account in the country you are in, but lets face it, paypal forces us to find ways to a make a living one way or another.
So guys, what country do you find is best and safest to avoid limitation and if you do get limited, to provide the least documents needed?

Make note that Canada is preferable since they don't have an SSN system..
In the past it seems like limits / restrictions would've been limited provided documentation was provided. I mean it's okay to give out modded bills + license, but it is NOT okay to give out SSN and other singled out information. Now I'm seeing more cases where you'll actually get shut down and faxing the documents will be a waste of time, best just get another account.
The way stealth was designed was to float under the radar as much as possible, because as I see it, any limitation or restriction, even when asking for reasonable account information you can just kiss your account goodbye.
The only thing your looking at is time, getting past that 90 day mark from your first sale is quite a hit point..

You got to be in paypal to not be limited. USA and europe is a good country to have paypal accounts even though they last only a bit.

this is garbage. best coun try is one you know, for phone/ ip /cards/ bank. plus all country
need to have paypal, you mess with other coutry you get even more limited than in your own. as for usa not getting ssn, experienced people know trick not to be asked it on example is ein, other example is being forein student in usa

A foreign student woudn't be making thousands of dollars on a usa account. That would be too suspicious.

The SSN deal aside, USA is very effective because of the large number of services you have. Canada is limited in that way. Stealth done properly will NOT result in you being hit by documentation demands...or at least not for a long time.

I would like to know the answer to that as well, Because I just made a stealth account using Canada, have 400 dollars in it and got hit with a limit. But because I was unverified, so they are asking for a bank and credit card info only. I hope thats all they ask for

My paypal account was made in 2005 and I made lots of transaction, added all my payment information. in 2008 they asked me for my SSN. a few months ago, they called to do a "random check up", and i was using my paypal account once every few months. So you will get hit by the SSN regardless, sooner or later.
Plus if you have Unlimited Ip address (anyone heard of vpn4all? Great service), country ip address and all that, what country would you decide to make one from? I talked to a paypal representative today about the Spending limits on unverified accounts. By what she was saying, it seems having a Philippine paypal was the least country to ask for documents.

Btw, can paypal see your bank information like the persons name on the bank account? I read they cant unless the bank sends out the information which rarely happens

I suggest Americans to open account in my country. Don't forget to have a "right IP".
In Russia there is only two ways of manipulation with your money on PayPal account: spend it on purchasing and withdrawals to AMERICAN banks)))) I guess, nobody from USA have problems with American banks)))
No limitations at all.

Really? Russia? didnt think about this before. But it does sound good. Only issue is, would it raise flags if you send money to your official paypal account that is located in the states?

@Stanislav - about the States, you have cheaper phone services available, prepaid cards, online services for u.s. ssn-holders only, list goes on - all due to volume and competition.

One very important question among this one would be !!??
WICH COUNTRY WILL ALLW YOU CREDIT CARD WITHDRAWL AFTER 180 DAY PERIOD !!??
Once your PP gets frozen . .it would be nice possibility to be able to withdraw that $ after PP make avelable those funds for withdrawl (after 180 days)
and US accs. have only cheq or bank with. option ! Wich kind of sucks becouse you are limited by Paypal name !
