paypal & card info question

i was wondering does paypal have access to the owners name and address of a debit card when i am verifying my paypal which lifts the sending limit
the process where they deposit money onto your card and u tell them how much they deposited

also does the simons gift card can it be used to lift the sending limit of a paypal
