The 'Confirm by Phone' process allows you confirm your address by receiving an automated phone call at a landline associated with your card billing address. When you receive the call you will be asked to enter a PIN number to complete the address confirmation process.
Why i said use a phone box because if its close to your house, it will have the same area code and first 3 numbers like 0121 673 ....
All you would have to do is go to the phone box and phone your mobile
then youve got the phone box number
put it in paypal when you make your account
go on paypal click on confirm my address ,click by landline
you will get a automated phone call by paypal giving you the confirmation pin
obviously be in the phone box at the time ,enter the pin, address confirmed
I know you can get free sims and use them but mobile numbers dont confirm your address all that does is lets you set paypal up as a automatic payment for ebay fees
