P.s also this os the second time I noticed but when I log out and than log in it has taken me to the first step of confirming personal information and the first time when I re-entered the information it said it didn't match and said the same thing as above, what's going on? | You will need to get a virtual credit card, I recommend setting up an Entropay account then changing your address on it to match the stealth details. Alternatively you can buy a card from one of the sellers in the buy/sell/trade section on the forums.
And for the last part, that's just them trying to confirm your information against some kind of database; it's normal for it to fail, once you do fail 3 times it lets you verify by phone. But if you log in/out it will reset, making you have to fail it 3 times again to enable phone verification.
After you add a card then verify your phone number (Auto phone call) your account may return back to normal. If you will have to send them docs or most likely will have to phone them and ask them to lift your limits manually (This is what always happens for me; I just phone and say "I'm trying to lift my limits but there are no more options in Paypal that allow me do so and
erything has a tick"... Then they just check my account and lift the limits; painless.)
