Paypal handed a "No longer registered user" a refund.

Item was shipped 2 weeks ago overseas.

Buyer demanded the item and his money back. When I told him it was scanned and shows it is in your country and that he needed to contact a local about his box. He said it is my responsibility to do this not his.

He filed a pp complaint.

A few days later pp responds by sending him a full and complete refund.

Checking him out I see he is no longer a registered user and has left 10 negatives for item not received.

How the heck can someone who was banned get a refund?

Maybe he got the refund before he was banned? Though I don't necessary see getting banned as preventing anyone from filing claims with PP.

He wrote me telling me since I did not deliver the product or do the work to check why it is stalled that he would be leaving me a neg.

I took to bait and asked him how can you do that? I see you are banned.

He said he has been banned for a couple weeks until he can confirm his identity.

Thinking this guy is a total fraud trying to ruin accounts.

If the item does not show as delivered PayPal will issue the buyer a refund.

If the item will be delivered you can file an appeal - but in case you win they will just request the buyer to pay you back. Which he probably won't.

What you can do is call PayPal and tell them about what happened - they might not give you your money back but there is a good chance they will suspend the buyer from PayPal too.

If the buyer doesn't pick up the package it will be returned to you so all you will lose is shipping cost.

If the dispute wasn't decided already I would suggest you try contacting the post office in the buyer's country (via email or other method) and try to get it delivered.

But since the dispute has already been decided I would say hope the package returns to you.

Tell him your reporting him to the interpol on the website and gathering all the evidence including his ips and stuff.

ebay acted to ban him whilst the paypal business was happening.

Chances are remote of his account getting restored after a no longer registered user suspension.

Interesting to note the account was so marked.

Sad affair but even if you had managed to avoid a refund, I figure he would done a chargeback.
