Yes, you can withdraw all the money you want, but they will ask for ssn, id, passport, all kinds of document goodies.

that depends on your sales and amount of funds, always leave some $$$ in pp for possible refunds. leave enough there so they don't feel that you are draining the account especially if all are from eb...
