I am looking to close an eBay account without any warnings or limits on it. Do you know what the timetable is?
I know buyers have 45 days after their payment to open a case, so am I safe to assume if I request they close the account today, it will close within 45 days?

If a buyer makes a claim or chargeback against you, just because you "closed" the account does not mean that eBay won't refund the buyer and come after you for the money. So, I am not sure what the advantage would be in closing the account.
If the account is good, you can always use it later. The older an account is, the more valuable it is to you, stealth or real.
The reason I am asking, is my original account account got the MC999 permanent selling ban, so I (stupidly) created a second account using the same paypal. It's been fine for about 9 months of selling, but I am extremely paranoid they will shut this account down. I don't want anyone else that logs in to their personal eBay account from this IP to lose their account as well, so I wanted to be proactive and close the account.

If the IP is on their radar, closing the account won't help.
You seem to have really lucked out here. I would continue to sell in light volume on this account and build it over time. For whatever reason, this has been overlooked by eBay. Consider it a gift.
