I am looking for suggestions on what the fastest (and safest) methods for cashing money out of paypal is without having a PP atm/debit card and without transfering to a bank acct.
I know there has to be options I either don't know about or just haven't thought of. I am not referring to a limited / suspended pp account, but asking what methods are available to a verified pp account.
No SSN available to use for the debit card, sadly.
Are there cards I can get elsewhere online that allow loading with paypal and withdrawl at ATMs? Instant wire transfers that take PP?

I dont think there is such a service. Your flag says US, so I guess you have a SSN. It's so easy opening many bank accounts online. I have done it butt naked.
There is nothing like opening a new account while while smelling fresh out of the shower.
The only two options for US paypal accounts are, requesting a check to the address on record for paypal and bank transfer. I have seem people do cash out services but they charge somewhere of 35-50% of the amount.

| from what I know pp does not offer that.
Best way would be to get a prepaid visa/mastercard and withdraw to that using bank withdrawal.

There are "Bank Accounts" you can open which work as "Virtual" Banks but have no actual physical bank. They do charge roughly $10/month. The other downside is you have to go to a bank like BOA, Wells Fargo or other to withdraw the cash but you are subject to their fee's. This works for me because I can open 3-4 of those without problems, just need to have a SSN.

How fast do you want it?
Most of my banks have the money in 2-3 days easily and some have been a little sooner.

I saw something about adding paypal with the paypal code but that was it probably meaning you can spend with paypal but nothing for withdrawing to paypal

As I said before, I've opened a few of each, Each come with Debit Card, Bank Checking Account Number, Routing Number. YES they do charge $10 a month. YES you will be charged a $2-$3 fee for taking money from your favorite bank. NO they don't have local bank branches.
The last time I suggested Ready Debit people didn't seem to care due to the $10 charge, nothing is free! I would rather pay $10/month.
