No 21 day holds?

21 day holds only apply to ebay items sold on ebay.com and ebay.ca? If I sold an item on another ebay site wouldn't it still get the off of ebay 21 day hold though if the paypal account is newish?

this is addressed in other threads.

All countries' paypal apply the 21 day olds.
