If you remember the eba/pp login details, you can change them to a new email. Payp/eba will both ask you to confirm the new email address and the switch should be easy after that.
The other option I can think of is calling Paypal and telling them you need a new email - however i would only do that as a last resort.
actually i signed on G mail with new IP and got asked security question to verify i'm the owner. i filled in the answer but says "incorrect". (this is bought stealth account btw; it's a hassle to contact the seller as he likely deleted the account infos already and wont be able to remmeber the correct answer).
so i would have to go through the Account Recovery process which you have linked but then i found out it's a hassle as it would ask me more questions regarding the account so i just thought of leaving that G mail account and eventually it will get deactivated.

Actually if the issue is only logging into Gmail from a new IP try logging into it again from other IPs (preferably your old IP if possible) and that will solve the problem - they wont ask you for the security questions.
You can try several IPs from different states (try using proxies) until you get in. Eventually you will.
Once inside the Gmail account make sure to change your security questions and mark down your answers this time.
I find that changing the email address on ebay and paypal is always a risky thing to do so I would suggest trying this first.
