You can pay shipping with seller money even if it has a hold, when the funds clear, it comes out of that. you must use ebay to print your label,
and make sure "pay with funds when payment clears", is checked off on the bottom right, when you are setting up the label options. such as wieght and ship method, or something like that.

Not always... Only one account has it as you described. There are some that it just does automatically and other not at all.... Random as usual...

Can confirm nor deny that, I only have 1 account that I need to print labels with, it was like that from the start till the holds got removed. the rest are shipped through other means.
