Paypal lift limits

How can I lift the £1900 yearly limit on Paypal without sending in ID docs?

I can provide proof of address but not ID.

i think you need to give them what they want - im not 100% though.

why can't you provide the doc?

I can't supply them I.D because I'm under 18...

I can provide proof of address very easily, just not the I.D
