The times its using.

Is it my time zone? Ebays time zone(pacific)? GMT?

what time zone do they base their reports on?

I'm pretty sure it's eBay's time zone and they should base them off of eBay's.

yes that is correct, default is PDT but thank god you can change it in the pref
