He can get a pre embossed BDO Debit cardfor P120 at any BDO branch right away OTC Load on the card and away you go. Max load is P25.000. These cards work fine with paypal.
He can also send g-cash to a variety of people that advertise on sulit. They will in return send the funds to his paypal minus commission. Those are the easiest and fastest ways. There are many more, though
