eBay suspended PayPal perma limit

Is there anyway I can get my eBay account back? It has 112 positive feedback and no negative or neutrals. DSRs are also very good(4.8+)
My PayPal account was limited due to it being linked to an account with a negative balance. I resolved the negative balance and my PayPal account was reinstated for one day until it got limited again. I appealed but I got denied and it said the decision is final.
The email says to resolve the issues with my PayPal account but I cant do that as it is permanently limited.
What do I do?
