I may be wrong, but a few months ago PayPal updated the following part of their user agreement:

Looks like it. I dont see anything new in there. Just more vague BS from a paypal exec.
She is wrong on the leaving positive feedback thing too - because that does NOT remove the 21 days hold anymore. Goes to show you how much Paypal execs know their own system - what a bunch of douchebags!

i thought it was only me who didn't get their money before 21 days even if the buyer leaves positive.

Usually if you add tracking for me payment shave been released within 7 days or less 75% of them in the us on a new account without an issue.

Yea, I got an stealth paypal from 2008 they still hold 10% of funds I receive for 90 days. Kinda crazy. Haven't heard anyone else with this I just figure let it go and not rock the boat calling them up to complain.

Mine is pretty much always released 3 days after delivery confirmation. I never ship anything without delivery confirmation anymore unless It's a .99 cent item that I'm just selling to beef up feedback.

They're all different. No matter what this users accounts stats are, yours could be very, very, very different even with identical DSR's, feedback ratings, etc....

There is not a simple solution to this, and everyone has a different answer, clearly.

is it normal that others get funds released after feedback is received and i do not? i have 100% fb and still i get the 21 pain in the but hold.

i don't think it's normal, maybe should check your account more closely like your dsr ratings. having 100% positive doesnt' mean you are in good standings with eb/pp. could also be what you are selling. if it's high risk category then it will hold your funds regardless of tracking/fb/etc.

i typically get funds released within 1-2 days after delivery on some and some there's no hold at all. what i do notice though is for the ones with the 21 day hold, pp tends to rotate between hold/no hold. when i have listings about to end i'll get email saying payments from now on will be held. but after those payments are cleared and i withdraw i get email again saying future payments wont be held. of course when i list again i get email again...

another possibility is too many emails for the associated item # with the payment. this only happened once or twice but before &/or after auction if someone clicks contact seller by return or something like that in the drop down menu that also delays funds being released

Yea, I got one of these rolling 10% reserves on a 2008 account also. It's an unlimited account with LLC and ein.
