Is it me or you can't create a buy now button? I can do it just fine with USA Paypal but not Australia?

I signed into OZ paypal & went to Merchant Services. Still there

What one are you wanting?

I want to access merchant services but it just redirects me to https://www.paypal-australia.com.au/...tatus=1&type=2

I haven't been able to make a buy now button or anything. What am I doing wrong?
