Old credit card attached to limited Paypal account.

Hi, i have a credit card that was attachedwith a limited Paypal. Now 180 days are passed from the date of limitation and i see that the card was removed by Paypal.

May i use that card and attach it to another Paypal? Do you think that the card is banned? If not, may will be an high risk action?
