So I register with Paypal with the same DOB as my bank account?

You can register with whatever details you like... you could even say that you were 100 years old if you wanted to. The stealth guide will guide you and help you to start out.

Does Paypal check the age from my bank account?

They cannot get ANY details from your bank account unless you use a "bad" bank or transfer money into your PayPal account from any bank. And even if that happens, they will only get your name. Nothing more.
