A little confused here. 200 or 20,000?

I'm a little confused on this topic, if someone could please clarify, that would be great. When do I have to worry about paying taxes? Is it 200 items sold AND $20,000 in sales, or 200 items OR $20,000 in sales? Is it when you meet both criteria or either one of them. I could easily meet 200 items sold but would be no where near $20,000 in sales. Is there a workaround for this without me providing an EIN or SSN?
