p/p can and do hold funds from any sales platform not just e/b

It's all in their T&C's

Several threads on people who have funds held on off ebay selling.

I seldom get them myself with CL but sold on a newer account to a CL buyer and it did get held.

So, no, it is NOT just for ebay.

PP can hold payment from any source for any site/purchase coming in.

Do the proper action of uploading track info or just waiting out the period. Build your account activity slowly

You would need tenure with payapl until paypal decide they 'trust' you.

paypal can prefer an account to be verified and confirmed. That helps make them perceive you as less risk.

Holds happen with any transaction that has paypal as part of the scenario.

Certain steps are needed to change how paypal 'sees' you

Paypal trust is earned through the following requirements:
+ You've sold more than 10 items on the account (small stuff is OK).
+ You've had over $250 pass through the account at a point (doesn't matter if you've received a payment and then refunded it later, it still counts).
+ You've been a member for 90 days counting from your first sale (time will tell).

These are the common requirements for most Paypal accounts (but they seem to have a knack of making this info hard to find every now and then). As others mentioned, verifying your bank account and adding a credit card helps as well. If you meet all the criteria above, congrats! Your funds should be unheld.

What to do until then? Hold onto your butts. I usually just get signature confirmation and tracking for everything. Post it and a few days after delivery the funds will be released for transferring. Gotta keep things moving. Good luck!
