Withdrawing after 180 days canada

Alright try to bear with me, this must be the 1000th thread but I've been searching for hours already.

Basically i'm limited and I can withdraw and the name is mismatch. Majority of the discussion on this forum here is about US banks withdrawing and it's been mostly fine.

However I what I want to know is if there's anything different if I'm from Canada, should I just try to open any savings account from large banks in Canada?

I only heard about HSBC from this forum after searching, anything else I should know regarding this matter?

Has there been any situations when you try to withdraw from a limited 180+ days ends up failing because perhaps paypal denied it?

I understand the Stealth Book is helpful doing stealth accounts, but that's not my problem right now, I need to withdraw what I got in my limited account at the moment.

I'm just really skeptical because after I was limited, I provided all limitation review documents, then 2 days later I received an email saying the appeal was denied and I cannot appeal anymore, now they said I can withdraw the funds to a bank account, is it possible paypal is baiting me and screwing with my bank somehow? even though it's going to be a new bank account; and yes all the document I provided was legit.
