Someone people have an ipad that is connected to a cellular network, others have one that is connected via wifi.
The ipad is basically small computer. You can still use it, as long as you treat it like you would a normal computer running different accounts in an anonymous fashion.
Resetting the ip could be as easy as disconnecting from the cellular network, or you might have to reset your modem, or use a different internet connection.
