Is it possible to close a case by yourself and reopen it again Via Ebay ?

No. Once a case is closed you cant reopen it. A buyer can switch to SNAD if it was originally INR....completely different case at that point.

It's my friend that is a buyer. He mistakenly closed an item not received by accident. But the listing was taken off by ebay due to some reason about the seller.

Once you close a case it cannot be reopened. Whatever happened to the listing post facto has no bearing on the issue.
