Default Dispute info

Hello, a customer opened a dispute to cancel and get refund for a transaction.
The order is intercepted by customs, I gave a tracking code so I certificated that the pack is shipped. He has not replied to the dispute again, at the end of the dispute if the buyer don't reply and it will not changed to a claim what happens?
Funds come back to me? Please help

he has a timeline to respond to the case, if he fails, it will be automatically closed after the timeline has passed, any holds on funds for that transaction should be then released.

Not a given.

You need a response from buyer and then paypal.

Seized item may complicate issue if the buyer responds to paypal with that info

It's a tricky one , but i have won several cases like this, customs may seize your order until you have paid the customs fee is what you should tell the buyer. Shopping online can be fun but you better know your countryrules when importing anything. But you never know how disputes like this end. Your customer need to call the customs

I should convert the dispute to a claim? Or if buyer do nothing I'll win the dispute?

I didn't understand what should I do.
1. If the buyer do nothing I win the dispute?
2. I should convert it to a claim until it expire?
1 or 2?

I don't understand what to do yet. Please could you give me detailed infos?
Thank you very much
