how to change country on eb or paypal

I saw a post by elijiah once saying you can change registation country

can someone explain cos I canot I wan to change it without closing and starting new

In my own EB account, UK based, to change my country of residence I go to Account, then under My Account select Addresses, then change Registration address. There is then a drop down menu enabling me to choose another country as my country of residence. I have a business account, so I am unsure if it is the same for personal accounts.

As for PP, I cannot change it from UK
