A few questions:

How old is the account?:
How much in transfers (if any) have you sent in the past? A sudden spike might cause a review.

Impossible to say. And too unfair to you.

paypal might stop any type of payment until the account is established.

paypal & safe never go together.

Depends on how old the account sending and receiving the money is. The older the less likely to have issues, but never any guarantees when it comes to PP.

Umair, sadly nothing is 100% sure with PP. $400 first...could pass but what is the source of funding - meaning was it a recent sale? OR has it been sitting in your account for the whole month.

Is your account fully verified and confirmed? Lot of questions still that are not clear

You think? You do not know how old your own account is?

Then I think you should expect troubles.

Did you learn nothing from the last effort with paypal?

If you have started all over again with a similar way of operating, paypal will limit you again.

This transfer is too much too soon on a new account.

Paypal`s holding fund tank is salivating at the month to hold these funds - hope OP is not considering calling up PP - that would seal the fate
