I'm pretty sure the reporter misunderstood the PayPal representative. He thought it was "'Aggressive changes' coming to frozen funds policy" when in reality PayPal meant "We will freeze funds more aggressively".

The only PR stunt they should be doing is throwing cheques in the mail or money to bank accounts for users...

Messy at that.

Slightly off-topic: paypal UK are having a field day with business. Out of 4 proposed transfers I wanted to make, I had to call them to get 3 done.

Different accounts.

Never issues.

One refund for a genuine incorrect payment on one account.

Message basically was 'confused'.
