Default How do phantom bidders/accounts sell items?

Had this happened to me a couple of times, a phantom bidder/ghost account (usually a competitor) buys an item and never pays. However when i check his feedback he usually has 1 item for sale which was just put for sale not too long before he bought my item.

Would this be possible without also creating a PP account for this ebay account or without verifying the PP acc?

You can bid on items without a PP accounts

You need to have a method to repay fees to place and item for sale though, usually this is a PP with a linked card/VCC or bank account.

While not the recommended mode of operation, it is possible to sell without verified PP

Paypal need not be verified to sell.

Seems an idiot to list an item though.
