Question about ISP linkage and using Dial Up.

Ok currently I have an old paypal limited on my laptop I never signed in on my desktop on this account so now I have a new account i created through my friend. My question is since my desktop and laptop have the pretty much same ISP so how could I make it work so that I could sign on my new account on my desktop. I was thinking about disconnecting my Broadband on my desktop and signing in through Dial up my question is will i get linked somehow or will i Be ok someone who can give some options here please let me know thanks.

Dial up can limit your account.

So I dont even need to use dial up then. MY one limited account owes no money they allowed me to withdrawl 4800 the other day after the 180 days. It has different contact information as to the new one but it is still limited. If i sign in using my new account with different contact information will I be ok?

The dial up is just a thing, were they think someone is attempting to gain access without your authorization. It sometimes happens. Dont use proxies either
