On my semi-new account.
I can't pay via instant payment via my bank,
only by eCheck or Debit card.
My Bank is (confirmed) and Paypal (verified).
any reasons why?

Simply, you have ach as primary source of funds. If you change to a debit card attached to this checking account it will be instant.
Go into setting preferences and change primary source.
You can also do this every time you make an order/payment you will see on the page "primary source checking XXXX1234" If it says that simply click the link change and you select the one of the CC on file with that account. Totally sucks waiting days to have the funds clear. :-)

Not my paypal balance but in my bank. I usually can pay via my bank instant payment.
It only gives me option of debit or echeck. and sometimes not echeck.

There you have it,,,Just add some funds to your Paypal account, and as long as you have enough to Cover whatever you are Paying for, the Payment will be instant
And NO there is NO Way of getting "Around" this,,,Just in case you or anyone else were thinking about asking,,,

Are you using a savings account?
If you were able to use instant bank transfer before and now are not allowed, you probably had a rejected payment and now paypal will not allow you to use it any more.

Recently I have noticed a lot of changes on EB & PP. This is one of them. I also used to be able to add a debit card without all the address verification BS when in checkout mode but no longer. Also will not let you use bank acct. for instant payment any longer. Just e check. Of course if you have funds in acct it always uses 1st.
Seems like this summer they are ramping up for Christmas and it's going to be real different than last I am sure.
And yes all my stuff is 3x verified as much as I can.

Every account is different. Some can do instant bank transfer and some cannot. It's a HUGE risk for them to allow you to do instant bank transfers.

@OP, you have a cc with a balance on file? If you add one, you should see option to use cc

I had money in my Paypal, they sent a echeck instead for my fees. Here is my question, if the money in the account, will it just go through w/o giving up the real info? Or does the real info show up on the echack and I can not use that account???
I can also pay with VCC the fees. What do I do?

beatingebay indicated to me that the VBA on file is Metabank...best to pay fees right away and avoid the signalling of PP that the bank is Metabank...known to cause problems with that bank (from other's experiences)

Last question: If you pay your ebay fess with a VCC. will paypal see it and cancel the echeck?????? the echeck was sent yesterday. I paid the fees today!

No, they're not going to stop the echeck. You're going to get a credit on ebay fees and start out with a negative balance for the next cycle of fees.

so if you do not have a balance on your PP to cover the order cost, what do you guys think is the best way to pay via PP ?
i used to be able to easily add a vanilla-visa without any haggle of verification, but it seems i get PP attempts to block this.

Especially if you have mismatching names on you account. In the past if you transfer money from a bank account they could see the senders name. I did this by accident once several years ago before I knew any better with an echeck where the name on the Bank account did not match the PayPal. The transfer went through but I was limited 3-4 days later.

On my new Eb buyer account it let me add up to three diff. Vanilla Visa prepaid cards to checkout for the item, but then i would get error messages from PP saying b.s. like we cannot currently add a new card etc.

They're basically the same.
You're still making the payment through paypal.
