Default Courier on listings

hi..recently bought a item on ebay. and postage was by Courier.
contacted buyer 3 times with no responce over 4 days and canot pay for item..
as there is no Courier price so paypal will not let me.

so
1, why do ppl do this
2,what happens if i don't pay and he opens a case
3,is there some sort of upside to have this on your listings.
like not selling to ppl you don't want to,or vetting a buyer before selling.
or not having stock to sell.
canot see the upside only pissing off the buyer..

any idears guys..

I have had this issue in the past as a buyer. Eventually just left a neutral and moved on. Annoying but not much you can do about it other than paying and then going to collect the items in person.

In my experience sellers sometimes do this so that they don't have to sell the item if it does not go for as much as they want.
