For starters, nobody importing any item in any country would be naive enough to declare a value thousands of pounds less than the known value.
HMRC know the value of all items that may be brought into the UK. To think otherwise is a great error. To be persuaded by a friend, the Chinese seller, to allow the value to be less is stupidity.
Consequences are goods being seized and at law, the right of HMRC to charge duty & fine individuals.
The IMPORTER of any item has a legal responsibility to make sure they conform to the rules & regulations involved with importation.
