Paypal will not let me send funds??

I have a stealth account. Everything is new. I can withdraw funds. But when. I try to checkout using PayPal or pay eBay fees manually it will not let me.

Everything is verified and I have 0 limits

Well I just paid fees manually and it let me do it. Wierd

In the same boat. Can't use my funds. WIll try to wait a day and see what happens
