I think so because we now pay final value fee on them. We used to not pay FVF on shipping costs but I believe we do now...ebay kinda considers the final price all inclusive. I believe this is true, could be wrong.

Yes not included in selling limits however is included in the $200/$20,000 limit a year I'm Paypal
