Hello,
I was a power seller/top rated seller with 757 positive feedbacks.. its 9 years + old account with 99.8% positive feedback. Last month due to shipping time, I got few lower DSR for shipping time and my power seller status was gone. Anyways, I got hold of a some items and a guy contacted me to purchase them in bulk but he will purchase one by one and I will have to provide him cash back for them. Which I agreed. Anyways, my paypal got limited after around 100 transactions...
They have asked for multiple items.
ID, Proof Of address. Explanation of Cash backs, Proof of shipment, Supplier information
I can provide all things except that my shipments were without tracking.... Also my supplier info, I am skeptical but should be alright.. My question is, would the account be reinstated or it will be limited forever ?
Now obviously, it depends on them but whats the most likely outcome, because the chances are slim, I will prefer not to provide my ID.
Suppose if they case got rejected, then would I be getting the money back after a specific period of time or its permanently stuck ?
Also, if I create a new Paypal account with fresh address and bank account but use it with the same ID, I suppose, it will be blocked too ?
Please suggest

What were these items you was selling to be exact?
Where they Authentic items or VeRo(phake items)
We here would steer you in the right direction but we more info from you.

They are cheap items. less than 20$.. They are non branded

VERO does NOT NECESSARILY mean COUNTERFEIT.
Vero is eBay's Verified Rights Owner Program. The term applies to any branded or trademarked items where the owners of the copyright or trademark are participating. They can have listings removed, etc.
A LEGITIMATE, 100% authentic Coach bag can be referred to as VERO, simply meaning that Coach is a VERO member. It can be difficult to sell any VERO items, even if they are legitimate, because the rights owner can have listings removed on the mere SUSPICION of being counterfeit.
Counterfeit is pretty much self-explanatory, an item made to look like the real thing, but it isn't.

@OP, if your appeal is rejected, most of the time you will get money in 180 days

In my experience providing all the documentation to PayPal is a waste of time. You need to get on the phone and see if you can talk to an Senior Account executive. If you were in the US I could help point you in the right direction. From my experience if you call into PayPal and get on the phone with someone about your account they are essentially Zero help and say they can only send your case to Trust and Safety I think they call it. Knowing what I know now I would keep asking for supervisors or to speak with a Senior Account Executive. Get on the phone with someone who actually has some pull at PayPal. Dealing with anyone else is mostly just a big run around and waste of time.
I do believe it is the same in Canada as it is in the US. 180 Days after you are limited you should have access to your funds.

I am a fan of taking a shot to get it reinstated but I hear you vogeltron - when you are selling high-risk even if you have authorization...you will run into problems

I was in states at the moment. Item I am selling is non vero. I submitted few documents and they have permanently limited one of my accounts. I have made an account on money bookers. Probably have to use other payment processor. Is it well to talk to account executive still ?

Not worth talking to an account executive yet - work with Moneybookers (Skrill) - try and add in Propay and Paymate if you want.

what do you suggest ? | The more payment methods you accept, the better off you will be. However, there is NO substitute for PayPal. eBay has brainwashed their users into thinking that everything other than PayPal is unsafe.
I am ALWAYS in favor of TRYING to get accounts reinstated. Since they are already closed, it is not like you have anything to lose. Just don't count on it happening.
Stealth is the answer.

You are correct about it. if I use Stealth, I would have to build my feedback from zero, which is a long process :(

It does depend on your history etc. But if you can talk to one be somewhat honest and act like everything is cool. But never say anything about your items being phake or something like that if that is the case. Not sure what you say but say closeouts. Hopefully you have good DSRs very few complaints etc. Tell them it is a no brainier to keep you active. You are low risk and profit for them and their company parent company eBay. I would ask them if their goal was to make money? Then please reinstate my account.
As much as I hate to say it. It really does depend on what you are selling. eBay has essentially given up on helping out seller who list electronics, iPhone accessories or any other item that directly competes with Amazon.
I wish they would write you a letter and tell you they don't give a crap about you unless you pay thousands of dollars in fees each month selling Amazon competitive electronics or accessories.
