You cant transfer to another payapl.

You can withdraw to a bank account. In many cases, you can add a new bank account

Only bank account - pp us platform (if you use it) might allow for check sending but I have not checked if that was phased out

Even if they allowed it no way would I do this. Auto link a bad pp to a good pp would be risky.

Correct recommendation is

Avoid thinking of transferring funds to another paypal. It will link accounts and thus be dangerous.

Has been posted in the past that it has been done, but like I stated it is not recommended on any new account no matter the situation.
