[Help] Error and return to merchant

Hello guys. Can you help me in my problem? I have 5 stealth account, different names. Almost all accounts has $50-$200. I logged in to first paypal to check something, logged out then changed user and changed IP. Logged in to 2nd account to buy something and i get error "Payment cant send right now" and "Return to merchant". How to resolve those errors? Thanks.

I would give it 24 hours and then try again

I got this error sometimes too. Just leave that account for a while and try do the payment later. If this doesn't help, give them a call (I used to do it a couple times and it worked).
